China Quality Certification Centre (CQC)
is the National Certification Body (NCB) participating in the Scheme
of the IECEE for Mutual Recognition of Test Certificates
for Electrical Equipment (IECEE-CB Scheme) on behalf of China. The
CB
Certificates issued by CQC are recognized by over 40 countries all
over the world. At
the same time, CQC is also prepared to recognize the CB Certificate
issued by other
member NCBs in the CB Scheme, on condition that the Certificate
and Test Report
are in compliance with the following terms:
- The standards to which the product is tested and on which the
test report is
based should be within the Scope of Recognition of CQC.
- The certification body issuing the CB Certificate and the testing
laboratory
producing the CB Test Report should have been accepted by the
IECEE as
an Issuing Body of CBTL for this product category.
- The CB Test Report should match the CB Certificate. The report
number
appearing on the Certificate should be the same as the actual
report number.
If a report is traceable to an original report of basic models,
then the original
report should also be provided. If the Certificate or the product
itself has been
modified, necessary information should be shown on the Certificate
and in the
report.
- The manufacturer, factory, product name, model, specification,
trade mark
etc. on the CB Certificate should be the same as those applying
for CCC. If
the applicant is different, an authorisation letter declaring
the responsibilities
of both parties is required.
- CQC will query the validity of CB Test Certificates and CB
Reports which are
more than 3 years old.
A sample product is always required on presentation of the CB
Test Certificate. If
under the terms of CCC applications, products are subject to EMC
testing, additional
samples / components will be necessary.
According to the implementation rules of CCC, pre-licence factory
inspections are
required when it is the first time that an individual factory
or product applies for CCC
Certification. A questionnaire regarding the factory¡¯s quality
assurance ability is to be
completed by the manufacturer.
It takes an average of two months to complete EMC testing and
to arrange factory
inspections. CB Certificates do not exempt products from EMC testing
nor prelicence
factory inspections.
